IV Global Forum on Fighting Corruption

The IV Global Forum on Fighting Corruption – From Words to Deeds, will be held from June 7 to 10, 2005, in Brasilia - Brazil, aiming to discuss practical and effective means of preventing and fighting corruption.

In Brazil, the Global Forum is being organized by the Office of the Controller General (CGU), an agency of the Presidency of the Republic, in cooperation with the International Committee, the United Nations Office against Drugs and Crime (UNODC) and “Transparência Brasil” (Brazil Transparency). Eight workshops and five panels have been conceived to promote the discussion of issues such as international conventions, money laundering, public procurement, electronic government, corruption measurement, conflict of interests, civil society, and corruption at the local level.

The II Global Forum was held in Hague, the Netherlands, in 2001, and the III Global Forum was held in Seoul, South Korea, in 2003.

Police cause crime! Some Marxists buy into that conclusion but it's really no surprise that places with a lot of crime have a lot of police. Estimating the true effect of police and crime from observational data is difficult because police and crime are determined jointly.

Ideally, to estimate the true causal effect of police on crime, we would run an experiment, randomly picking weeks in which we increased police presence and observing the effect on crime. Experiments like this, however, are expensive and some might say unethical. If we look carefully, however, we might find natural experiments - times when police presence increased for reasons that are random with respect to crime.

Jon Klick and I look at just such a natural experiment in a paper published in the most recent JLE, Using Terror Alert Levels to Estimate the Effect of Police on Crime (subs. required, free version). When the terror alert system kicks up a notch the police in Washington, DC put more police on the streets. We find that crime in DC drops significiantly during these high-alert periods, especially in the National Mall area where most of the prime terror-targets are located. Street crimes like auto theft and theft from automobiles show especially large decreases when more police hit the street. We find no evidence that tourism or other demand side factors account for the decline in crime.

O presidente Luiz Inácio Lula da Silva voltou a desafiar os números da economia e o bom senso nesta terça-feira. Na segunda, ele havia afirmado que o brasileiro “não levanta o traseiro da cadeira” para procurar taxas de juros mais baratas nos bancos, o que provocou uma reação forte de empresários, políticos e economistas.

E o IBGE só pode soltar resultados de pesquisa após 48 horas de exclusividade para o seu patrocinador-mor: o Executivo. Não é incrível?

O que preocupa é o que pode vir depois...

Você acha que o Brasil só melhoria com mais (e mais detalhadas ) leis?

Então veja o que a ciência do comportamento (Economia, em termos mais amplos) anda dizendo a respeito. E não é só teoria. Tem experimento. Um argumento melhor que o simples "blahblahmetrics" de boteco (um lugar onde, estranhamente, deseja-se resolver os problemas da economia mas nunca os relacionados com a viagem à Marte ou a cura da AIDS...).

Abstract do texto:

Most contracts, whether between voters and politicians or between house owners and contractors, are incomplete. "More law", it typically is assumed, increases the likelihood of contract performance by increasing the probability of enforcement and/or the cost of breach. This paper studies a contractual relationship where the first mover has to decide whether she wants to enter a contract without knowing whether the second mover will perform. We analyze how contract enforceability affects individual performance for exogenous preferences. Then we apply a dynamic model of preference adaptation and find that economic incentives have a non-monotonic impact on behavior. Individuals perform a contract when enforcement is strong or weak but not with medium enforcement probabilities. Trustworthiness is "crowded in" with weak and "crowded out" with medium enforcement. In a laboratory experiment we test our model's implications and find support for the crowding prediction. Our finding is in line with the recent work on the role of contract enforcement and trust in formerly Communist countries.
Cola na internet e assédio intelectual cibernético

Marcelo Tas, no Estadão fala de algo que já vi acontecer em todo lugar que trabalho. Vale a pena destacar trechos do texto.

No final do ano passado, comentei aqui um assunto que deu o maior ibope: a cola na internet. Professores e alunos de todo o Brasil escreveram confirmando e acrescentando novos dados ao drama: há uma verdadeira epidemia de plágio descarado nas escolas, incrementado pelo uso da web.

Volto ao assunto, pois tenho novidades. Os preguiçosos incansáveis na busca da perfeição estão usando uma novíssima arma: o Assédio Intelectual Internético. Se quiserem podemos batizá-la com uma sigla: AI2 (AI ao quadrado), para deixar a coisa com um toque mais científico.

Detectei o fenômeno depois de meses de garimpo entre os e-mails que recebo. Isolei com cuidado as mensagens enviadas por estudantes com suspeita de estarem infectados com o vírus do AI2. Compartilho agora com vocês alguns deles. (...)

Vamos ao primeiro candidato: Olá Tas, preciso urgentemente terminar uma pesquisa sobre um assunto que você abordou aí na sua coluna. Se puder me ajude com qualquer informação. Por favor, não demore. De cara, observam-se duas características nos infectados com a síndrome do AI2: a pressa e a ausência. Assim como a Nathalia, em sua maioria esmagadora, o pessoal está sempre com pressa. Usam com insistência ameaçadora a palavra 'urgente'.

A segunda característica, a ausência, parece decorrente da primeira. A aluna, na pressa de passar a batata quente da tarefa que ela própria deveria se ocupar, não se dá ao trabalho de nem mesmo mencionar o assunto que a aflige.

Deixa para destinatário, ou seja eu mesmo, a tarefa de tentar adivinhar ou iniciar um diálogo via e-mail e assim ceder à fisgada do Assédio Intelectual Internético.

Mas, há casos opostos. O aluno não só envia o assunto, como também uma lista de pedidos bem detalhados.

Tas, sou aluno da Fiam e preciso fazer um trabalho sobre Jornalismo On-Line para a próxima terça. Você poderia me responder algumas perguntas via e-mail? Acuso grande incidência de casos em alunos, até mesmo do ensino médio, envolvidos com os famigerados TCCs, Trabalho de Conclusão de Curso. Posso estar enganado, mas me parece que esse tipo de avaliação, aparentemente moderninha, cheia de boas intenções, está virando uma desculpa para os alunos matarem aula. Além, é claro, de aliviar a carga de trabalho dos professores.
